depends, is the manufacturer of the skates, what size you need. If you only buy ice skates, you say WalMart or a local sports shop in the shoe is the basis, as measured them in the rule.

I myself Powerslide C4's (http://www.powerslideusa.com/C4_tech_spe ...) and I love it. Inside was measured at 28 km / h and I know that other people it can create up to 85 mph on the outside.
